For the Government: How to bring peace and happiness in a country

We all want a country that is full of peace and happiness.We don't want turmoils, political or economical or any other type of unrest that hampers our peaceful life. But most of the time we don't get it. The main problem is the failure of the government to keep its country peaceful and prosperous. Though the task is a little complicated, but the Buddha told us a way to make a country peaceful and happy. How is that? According to  the Kutadanta Discourse, the Buddha prescribed thus:

 For a country, where there are muggers and robbers who make the roads unsafe, if the government makes her mind to stop this anarchy by degradation and banishment of these scoundrels, and fines and bonds and death, their actions will not be satisfactorily stopped. Because, the rogues that remained unpunished would still go forth to harm the people.
Now there is one method that can be employed to put this matter to an end. The citizens in the country, who live by cultivation and farming, government should provide them food and seed-corn.
The people who are entrepreneurs and interested in business, government should provide them capital to start something of their own.
The people who want jobs, government must arrange suitable jobs for them and provide them enough wages. Then those men, following each his own business, will no longer harass the country people, the revenue of the country will go up; the country will be quiet and at peace; and the populace, pleased one with another and happy, dancing their children in their arms, will dwell with open doors.

A fascinating idea given by the Buddha and it was actually implemented and brought good result as expected! So it will be really an  an excellent strategic plan for the government to pacify a country.
